Every division follows a defined sequence from contract to close-out. No surprises — you know exactly what happens next, who's responsible, and what gets delivered at each stage.

From permit review to certificate of occupancy — here's how every civil project moves.

01

Pre-Construction & Permit Review

1–2 weeks

We review the full civil drawing set, confirm permit status with the county and water management district, and initiate Sunshine 811 utility locates. Constructability issues flagged before mobilization — not on-site.

Deliverable: Pre-construction meeting notes, 811 ticket confirmation, schedule of values
02

Mobilization & Site Setup

2–3 days

Equipment and crew arrive. Erosion and sediment controls (silt fence, construction entrances, inlet protection) are installed first — required by permit before any ground disturbance. Site trailer, temporary power, and laydown areas established.

Deliverable: NPDES SWPPP installation, site layout photos, safety pre-construction meeting

Clearing & Demolition

Project-dependent

Existing vegetation, structures, and pavement removed per the demolition plan. Topsoil stripped and stockpiled if specified. Cleared material is ground, hauled, or disposed per local ordinance.

Deliverable: Clearing limits confirmation, topsoil stockpile location, debris disposal tickets

Mass Earthwork & Rough Grade

Project-dependent

Cut and fill operations executed per the grading plan. GPS machine control on dozers and motor graders guides operators to design elevations without constant manual staking. Imported fill placed in specified lifts.

Deliverable: Daily production logs, fill material certifications, GPS grade reports

Underground Utilities

Concurrent or sequential

Storm drainage, underground detention, sanitary sewer, water main, and other utilities installed per the utility plan. Each system inspected and tested before backfill — storm structures vacuum tested, water lines pressure tested.

Deliverable: Pipe inspection video (if required), pressure/vacuum test reports, as-built staking

Sub-Base Preparation

Follows earthwork

Building pad, parking field, and roadway sub-base graded to design elevation and compacted to specification. Third-party geotechnical testing verifies compaction at required intervals.

Deliverable: Geotechnical compaction test reports, proofroll documentation

Fine Grading & Stormwater Structures

1–3 weeks

Final grades established across all earthwork areas. Stormwater ponds, swales, and outfall structures brought to finished elevations. Littoral planting installed if specified. Erosion control maintained throughout.

Site Restoration & Erosion Control Removal

After stabilization

Once permanent stabilization covers disturbed areas per permit thresholds, temporary erosion controls are removed. Site is cleaned up, haul roads restored, and temporary construction entrances removed.

Deliverable: Stabilization photos, erosion control removal log, final site cleanup photos

Substantial Completion & Close-Out

1–2 weeks

Walk the site with the GC or owner, compile punch list, complete outstanding work. As-built surveys submitted. Warranty documents, O&M manuals, and final lien waivers delivered at close-out.

Deliverable: Punch list completion, as-built drawing set, final lien waiver, warranty letter
