Soil & Site Conditions

Citrus County soils are dominated by karst limestone terrain — the county sits atop the Floridan Aquifer system, which is very close to the surface in many areas. Sandy soils over shallow limestone are common. The Withlacoochee River and Crystal River/Kings Bay area have significant wetland and floodplain constraints that affect site development options.

Permitting & Regulatory Notes

Citrus County Community Development oversees land development permits. All ERP permits go through SWFWMD. Crystal River and Homosassa Springs areas have significant environmental sensitivity — FDEP and US Army Corps review may be required for projects in or near Outstanding Florida Waters. Springs protection requirements affect fertilizer and stormwater standards.
